Zimbabwe: Renamo Could Spark Zim Economic Crisis

THE re-emergence of insurgencies being inflicted by RENAMO (Resistencia Nacional Mocambicana) in Mozambique threaten the economic interests of Zimbabwe and must be repelled with military might before further escalation occurs.

Given its historical banditry exploits, Renamo has double the capacity of Al Shabbab and Boko Haram combined and its actions can be least be described as deadly.

The recent attacks on Mozambique's security stations by RENAMO in the past six months is posing biggest risk to the flow of key fuel and food imports into Zimbabwe via Beira and Maputo.

Zimbabwe, last year, imported through Mozambique 1.4 billion liters of fuel, 250,000MT of wheat, more than 50,000MT of rice, more than 40,000MT of wheat flour, several thousands tones of fertilizers, agricultural inputs, fish, and vehicles.

It is apparent that if the RENAMO's current insurgencies escalate, these critical imports will be unable to reach our mainland and consequently cause serious food shortages and massive price hikes.

The Refugees exodus, which has already started, albeit, in small numbers, will grow out of control. The Zimbabwe Government, with its limited fiscal legroom, will undoubtedly be unable to financially attend to the needs of these refugees.

Further, the disappearance of the so called humanitarian NGOs after the July 31 plebiscite will only leave the poorly funded United Nations to deal with this crisis single handedly. Already, United Nations is failing to provide for the refuges situation in the Middle East due to the Syria Civil War.

Who is RENAMO?

RENAMO was formed in 1975 to serve as anti Communist political establishment mainly sponsored by the former Rhodesian regime's intelligence unit. Its first leader, Andre Matsangaissa was killed by the Mozambican Army on 17 October 1979 and was succeeded by Alfonso Dhlakama who leads the organization up to present day.

The group waged civil war since 1975 to 1992 and was primarily established to basically achieve mainly three objectives. Firstly, the idea was to destabilize and extinguish the Frelimo government in Mozambique that was and is still championing the black majority rule so that they takeover as a government subservient to western economic interests.

Secondly, it was to ensure that Mozambique did not provide a launching pad for the African National Congress's Umkhonto weSizwe which was fighting for the fall of the Apartheid regime in its motherland. The Nkomati accord was signed by the governments of South Africa and Mozambique to have all ANC cadres resident in Mozambique expelled and in return, the South African regime would stop supporting RENAMO materially and financially.

Off course, FRELIMO did not honor this covenant and the RENAMO support continued. Thirdly and more importantly, militarily demolish ZANU-PF's war infrastructure in Mozambique and inflict a delibetating blow to the prosecution of the Second Chimurenga. Its sponsors included West Germany, Apartheid South Africa's regime, Portugal and America's CIA.

RENAMO committed unprecedented mass killings of non-combatants including women and children, forced recruitment of child soldiers, destruction of key national infrastructure. During its reign of terror, RENAMO made 101 attacks in Zimbabwe, which included deadly attacks on a Zimbabwe army base near Dukosa on 17 June 1987 and a month later in July, also attacked the Katiyo Tea Estates destroying valuable assets and killed three men in Rushinga.

A 1992 peace pact saw Renamo forming a political party and allowed to contest in the Mozambican general elections up to present date. In 1994, Joachim Chissano trounced Dhlakama in a Presidential race winning by 53.3% against 33.7%. Later in 1999 he lost again to Chissano by 52.3% to 47.7%. In 2004, Dhlakama was embarrassed again when Armado Guebuza won 63.7% of the vote against 31.7%.

Renamo's top commander, Daviz Simango led a splinter group and formed a new political party signaling serious fissures within the former rebel movement and discontent due to Dhlakama's geriatric rule.

In October 2012, Renamo moved its headquarters from Maputo to Casa Banana in Gorongosa area and Dhlakama declared unilaterally the termination of the peace agreement. Now the insurgencies have started again in Mozambique.

In April 2013, Renamo militants attacked the riot police headquarters in central Mozambique killing several police details and wounding hundreds in an attempt to "rescue" fellow militants who were under lawful custody. On 17 October this year, Renamo commomerated the death of their first leader by ambushing a military patrol in Gorongosa killing 7 soldiers. The onslaught continues.

West's deafening silence

The developed and democratically advanced leading nations of the west remain notoriously quiet on the latest conduct of Renamo. The United Nations have come and gone without America moving motion to impose sanctions on Renamo We now see another M24 Rebel Movement -like in Mozambique, which will be heavily armed and resourced and let to indulge with impunity.

The recent discovery of coal and gas in some areas formerly controlled by Renamo is a serious manifestation of a resource curse syndrome. It seems they are already investors lining up to make deals with Dhlakama despite the potential of destabilizing the entire SADC region.

It is definitely not a coincidence that there is no civic society in Mozambique funded by the West to report and protest against the shenanigans of Dhlakama and his Renamo as was the case in Marange where Farai Maguwu and his coterie where well oiled by CANADA and USAID to tell the world of non-existent genocide.

Off course the securocrats are best placed to deal with this unfolding drama but it's uncontroverted that action has to be taken now. It will give business the necessary comfort if the Beira-Forbes route is now guarded by joint military personnel (Zimbabwe and Mozambique).

The current Renamo threat has the potential of altering the trading terms on Beira bound shipments including a big increase in insurance premiums on all shipments destined for Beira and definitely the Zimbabwe consumer will fit the bill.

pORTUGUESE COACH KICKED OUT OF MOZAMBIQUE AFTER RACIST REMARKS

Labour Minister Helena Taipo 

Maputo — Mozambican Labour Minister Helena Taipo on Wednesday attacked “unethical” behaviour by some foreign workers in Mozambique.

Speaking in the southern town of Namaacha, at the opening of a meeting of the Coordinating Council of her Ministry, Taipo said “it is extremely important that foreign citizens who emigrate for work purposes should bring added value to the country, in catapulting increases in production and productivity, and hence the economic development of our country”.

Through the transfer of their knowledge and technology, such foreigners would eventually help ensure that Mozambique's natural resources are exploited by Mozambicans.

But she warned that insults and racism by foreign workers were not acceptable.

Nor was criminal behaviour, ranging from assault to the forgery of certificates.

Taipo said “we have witnessed a growing abuse of Mozambican hospitality by some foreign citizens admitted for work”. There had even been cases of foreign employers arriving in Mozambique and making remarks such as “I don't know why you lot became independent”.

One recent case was the remarks by the Portuguese sportsman Diamantino Miranda, who had been the coach for the Mozambican football club Costa do Sol. The government threw him out of the country after, when speaking with a journalist, he made insulting remarks such as “Everybody here is a thief. You're all a bunch of thieves. You and other reporters can be bought with a bowl of soup. This country is not serious”.

Miranda later claimed that he did not know his remarks had been taped. When the Ministry of Youth and Sport heard the tape, he was given 48 hours to leave the country.

At much the same time, the Labour Ministry had ordered the removal from his post of the financial manager of the Maputo Private Hospital, Zimbabwean citizen Gavin Tatenda Samaneka, who was accused of a hostile attitude to his Mozambican colleagues, and of paying wages late.

“The government reiterates that it does not allow Mozambicans to undergo such humiliation”, said Taipo. “Our laws, beginning with the Constitution of the Republic, are clear on this matter”.

She stressed that the Labour Law does not discriminate in terms of the origin or nationality of the citizens it affects, pointing out that the Labour inspectorate has, in recent months, suspended foreign workers employed illegally, who are of Asian, African, European and American origins.

Taipo also stressed the importance of extra-judicial solutions to labour disputes. The creation of the Labour Mediation and Arbitration Commission and the establishment of Mediation Centres in all provinces “has helped to reduce the number of cases channeled to the courts, and to solve conflicts in a friendly manner and by agreement”.

Since the mediation and arbitration system took effect in 2010 and up to June this year, 31,133 cases were received, said Taipo, and agreement by mediation was reached in 20,952 of them.

“Although this body is only three years old, it has made a noteworthy contribution in stabilizing labour relations”, she said.

S Africa's ANC demands US apology over arrest

Country's ruling party condemns detention of ex-minister and anti-apartheid crusader Tokyo Sexwale over "terror".

South Africa's governing African National Congress has demanded an apology from the US to its senior member arrested last week at JFK International Airport in New York for being on America's terrorist list.

In a statement released on Monday, the ANC also condemned Tokyo Sexwale's detention, saying he was "a decorated freedom fighter, activist and leader of our liberation movement, not a terrorist".

Sexwale, a cabinet minister in President Jacob Zuma's government until July when he was fired in a cabinet reshuffle, was arrested while on a trip to the US.

He along with Nelson Mandela, South Africa's first black president and an anti-apartheid icon, were jailed on the Robben Island by the white minority government that accused them of waging a terror campaign to bring down the regime.

The names of both men ended up on the US terrorist list, with Mandela's getting removed only in 2008 by former President George W Bush while Sexwale's remained on the list. Other prominent South African freedom fighters have also been arrested in recent years.

It was not immediately clear whether Sexwale, a wealthy politician and businessman, had travelled to the US for the first time.

"The very fact that the Government of America continues to view members and leaders of the African National Congress as terrorists is an affront to the global anti-apartheid movement, in which many compatriots from the United Nations including that country's sitting president, were part of," the ANC statement said.

"The African National Congress toiled selflessly with the people of America, despite their government`s opposition at the time, for the liberation of the people of South Africa."

The statement singled out the 1966 UN General Assembly resolution 2202 A (XXI), which it said labelled apartheid as a crime against humanity.

"Both the General Assembly and the Security Council that the United States is a member of regularly condemned apartheid," the statement said.

"It is inconceivable therefore that today, the African National Congress and/or its members and leaders, who were at the forefront of the struggle against apartheid, are regarded as terrorists by America."

The ANC said the apology to Sexwale and South Africans should be "unconditional" and that the US should remove Sexwale's name from "terrorist profiling lists".

Sexwale served as human settlement minister but has been at loggerheads with Zuma, and was sacked along with two other ministers in July’s reshuffle.

Details on the case were scarce. US officials would not comment on whether or why Sexwale was held, Associated Press news agency reported.

Germany and her Axis partners, Italy and Japan, are trying to impose their imperialistic aims upon the peoples of Europe, Asia and Africa with tanks and dive bombers. They engage the attention of the British people to the exclusion of the equally sinister plans of territorial expansion within their own empire.
Imperialistic urges and fascist proclivities are not confined, however, to Hitler, Mussolini and the Japanese militarists. Not so dramatically manifested, they are, nevertheless, equally rampant among British crypto-fascists in southern Africa. By paying lip-service to humanitarian ideals of democracy and self-determination, Field Marshal Smuts is able to mask the real aims of the ruling oligarchy. The mine-owners and big agrarians are interested only in “the war for democracy” in so far as it will enable them to advance their own imperialist schemes.
About this, let us have no illusions. Even before the war the South African industrialists, with the indorsement of General Hertzog and the ex-Minister of Defense, Oswald Pirow, who is now openly supporting Hitler’s “New Order,” were demanding territorial expansion. Having acquired Southwest Africa as their first colony, they were clamoring for the annexation of Bechuanaland, Basutoland and Swaziland – the last native territories in southern Africa under British imperial protection. Their “Lebensraum” now includes Abyssinia!

South Africa’s Claims

“This is a matter over which the Union is very closely concerned,” writes the Johannesburg Forum. “Not only have our soldiers earned the right of a big say in the future of Abyssinia, but political and strategic considerations on the African continent demand that the Union government should be consulted at every stage ...
“Both the Union and Rhodesia are entitled to have their just say in the post-war reconstruction of this continent and they certainly do not mean to be overlooked when a settlement has to be made in Abyssinia.”
This is certainly an ambitious demand! But if South Africa is going to base her territorial claims on the fact that a few thousand white men from the Union took part in the Abyssinian campaign against the Italians, then what about the colored troops that fought in East Africa? Surely the Indians, Nigerians, Gold Coasters, Kenyans, Nyasa-landers, Somalis, Free French Senegalese, etc., have as much right to claim part of the loot as these megalomaniac South African freebooters – what a preposterous line of argument!
But what about the people most concerned in deciding their own future – the Abyssinians? It will be interesting to know how the South Africans and Rhodesians intend to satisfy their territorial ambitions in the light of the Roosevelt-Churchill declaration that “they respect the right of all peoples to choose the form of government under which they will live; and they wish to see sovereign rights and self-government restored to those who have been forcibly deprived of them.”
In South Africa and Rhodesia, the blacks have as much voice in their governments as the Jews in that of the Third Reich. And the Abyssinians certainly have no desire to enjoy the blessings of the Union’s “native policy.” Never were so many oppressed so much by so few as in South Africa and Rhodesia.

South Rhodesia’s Claims

Addressing a party rally of the United Congress (the Rhodesian Tories) in Salisbury on August 5, Sir Godfrey Huggins, Prime Minister, demanded more “living space” for the 60,000 white settlers. This is to be satisfied not only at the expense of the natives of southern Rhodesia, but of the neighboring colonies of northern Rhodesia and Nyasaland.
The Prime Minister (who was knighted a few months ago) expressed the hope that the Churchill government will allow him to annex these territories before the end of the war.
“They were not prepared to be put off regarding the question of amalgamation,” he added, “because the question might be a difficult one in the House of Commons and might even cost votes outside. They had no say in the election of the House of Commons and were therefore not interested in their reactions to Rhodesian affairs. However, they saw no reason why the more enlightened people who migrated and built up the commonwealth should be dictated to by the insularity of those who stayed at home.” (Times, August 6)
I shall leave it to others to answer Sir Godfrey’s slurs on the “insularity of those who had stayed at home.” Here I want to explain for the benefit of these same despised Britons, especially those associated with the socialist and trade union movements, the reasons why the Africans have the same lathing for Huggins and the “native policy” as Jews have for Hitler and his national socialism.
Professor J.B.S. Haldane once asserted that he would rather be a Jew in Berlin than a Kaffir in South Africa. I can well believe him. It is no exaggeration to say that Hitler and his Gestapo sadists are merely applying, with the usual Germanic efficiency, in Poland and other conquered countries, colonial practices borrowed lock, stock and barrel from the British in southern Africa.
The only difference is: Hitler’s victims are white, Smuts’ and Huggins’ are black. Perhaps that accounts for the reasons why the British press denounces the Nazis – and rightly so – but remains silent (with few exceptions) about the sufferings of the blacks in southern Africa.
Well, let’s lift the veil of censorship and have a look at British colonial administration in this part of the empire.

The Boers have absolutely nothing to do with the government of Southern Rhodesia, which is entirely under Englishmen. Moreover, all legislation affecting Africans enacted by the Rhodesian Parliament must first receive the endorsement of the Secretary of State for Dominions before it becomes law.
No! A predilection to misgovern colored races is not the peculiar monopoly of any imperialist nation – British, American, French, German, Japanese, Italian, Dutch, Belgian or Portuguese. All use the same methods – in different degrees and intensity whenever it suits them to do so, in order to maintain their domination over subject peoples.
The Negroes themselves are no exception. I have always considered it my special duty to expose and denounce the misrule of the black governing classes in Haiti, Liberia and Abyssinia, while at the same time defending these semi-colonial countries against imperialist aggression.
A true socialist must be an internationalist and as such be prepared to denounce the imperialistic doings of his “own” ruling class, for only then will he be entitled to criticize the misdeeds of other nations.
Unfortunately, the vast majority of British socialists give so little attention to colonial affairs that “foreigners” are inclined to consider them hypocrites when they protest aggainst the behavior of the fascist dictators. Honestly, how can we, for example, denounce Japanese imperialism in China and Indo-China and at the same time justify, and even defend, British Imperialism in India and Dutch imperialism in the East Indies?
No! We must be honest to ourselves. If imperialism is bad for a yellow power to practice, then it must be equally bad for white ones. A socialist must be an anti-imperialist and an anti-imperialist, to be consistent, must be a socialist. Otherwise our enemies are right in branding us arch-hypocrites.

The Conquest of Rhodesia

The story of the conquest of Rhodesia by Cecil Rhodes and the British South Africa Company at the close of the last century is one of the blackest pages in the dark history of British imperialism. The treachery and deception practiced by Rhodes and his factotums, Rudd, Maguire, Thompson, and the missionary, J.S. Moffat, in their dealings with the Matebeles and their chief, Lo Bengula, if paralleled, have never been surpassed.
After the Matabelen war of 1893, Rhodesia was administered by the South Africa Company till 1923, when it was formally taken over by the imperial government and authority vested in the British settlers – mine owners, farmers and traders.
For ceding its sovereignty the South Africa Company received 3,750,000 pounds sterling compensation and was allowed to retain ownership of 10,195,000 acres of land, including mineral rights. At that time the assets of the company were over 7,000,000 pounds. In addition it holds 1,599,051 one-pound shares in the Rhodesia railways and 700,000 acres of land in Bechuanaland. It will also derive half of the revenue derived from the sale of land in Northern Rhodesia until 1965! In 1933 the company sold its rights to the settlers’ government for the sum of two million pounds. Although the South Africa Company has relinquished its administration over this imperial legacy of Rhodes, it still remains the most powerful economic and financial power in Rhodesia.

INTERESTING COMMENTARY ARISING FROM CONFERENCE IN CUBA

Interesting debate in the framework of the First Conference of Strategic Studies, "Rethinking a world in crisis and transformation", organised by Cuba's Centre of International Politics. One of the topics of the afternoon session was about the BRICS countries.

There was an interesting presentation about China and its process of gradual reorientation towards the interior, fomenting the internal market, promoting a redistribution of income and strongly expanding its investment in infrastructure and education. A very significant fact: according to OECD projections for the 2030s, the Chinese economy will be equivalent to 29% of the global GDP, while that of the US will decline until it levels out at around 17%, and the EU and the other countries of the OECD will constitute a combined 14%. By that time the Indian economy will have a GDP roughly equal to that of the US.

In summary, in a little more than a decade and a half, the global economic structure will undergo a radical transformation and if Latin America and the Caribbean don't join together, if they don't integrate, it will be very difficult for our countries to compete in that new international economic scenario. Effective union, not rhetoric, of the South American countries would combine exceptional natural resources that don't exist in any other continent: abundant petrol (Venezuela, Brazil etc), gas, large mineral resources, exceptional water resources, half of the world's biodiversity, potential to feed a billion people, and an important industrial sector. Therefore the empire works day and night to abort the unity of our America.

A very interesting contribution from a council minister of the Russian Federation, Vadim Temnikov, with a stark analysis of the international situation. Referring to Washington he said, literally: "They deceived us with Iraq, they deceived us again with Libya. No more!"

And he added that his country, together with China, would conclusively oppose any aggression against Syria. The path is diplomatic and the non-interference in internal affairs is a fundamental principle of the UN charter.

The dismantling of Syria's chemical weapons arsenal is only the beginning; there are other countries in the region (Israel, for example, although not explicitly mentioned) which have many chemical weapons and weapons of mass destruction that must also disarm. He also spoke about what he called 'geopolitical transition', in reference to the changes in the global economy outlined above but also to the irresistible configuration of a multipolar system that no longer accepts the messianic and interventionist role of the United States.

He also spoke of the strategic alliance of Russia with China, India and Vietnam, and rescuing the role the Soviet Union had played in supporting the national liberation movements in Asia, Africa and Latin America. The implosion of the USSR was a terrible blow for Russia but, he said, now we are in conditions of returning to play an important role in the global geopolitical equilibrium. The recent Russian intervention in the Syria crisis attests to this. Something to think about, no?

GADDAFI LIVES ON

- "Two years ago today, during the Nato led war on Libya, French helicopter gunships identified Gadaffi's convoy and stopped him leaving Sirte which had been flattened by planes since the beginning of the conflict in March 2011. (No figures for civilians killed were ever made public). The Libyan leader was consequently offered to a lynch mob. After killing him, the new and supposedly more civilised order, exposed his corpse for FIVE DAYS in a makeshift morgue where thousands queued up to witness the horrific scene. In violation of every human decent value, his remains were left to rot in full view of men, women and even children, garishly dressed up to witness the scene.

Swiss reporters present were throwing up and visitors had to wear masks to enter the cold room.
This depraved act clearly ushered in a new era for Libya. An era where lawlessness is rife, where women's rights have gone backwards, where Libya's black citizens are continuously the target of racist mobs, where the nation's sovereignty has all but disappeared and with two provinces now threatening with secession. Welcome to the NEW-WESTERN LIBERATED- LIBYA..we so didn't see this coming after the inspiring example that was Iraq."

Muammar Gaddafi never dies. He lives on in every man and woman and child who fights imperialism and white supremacy.
